DV Standards Purpose

DVCs assess DV Standard 1 at the reporting section-level and use it to determine that all source documents, like programming code, spreadsheet formulas, analysis plans, saved data queries, file layouts, and process flows, correctly capture required data fields and the SO properly documents them.
DVCs assess if SOs correctly identify, process, and verify the population for each reporting section, including calculations for the number of members, claims, grievances, procedures, and other related factors. They apply QA checks/thresholds to detect outlier or erroneous data.
DVCs assess whether the SO carries out policies and procedures in their final stage data sets for submission into HPMS.
DVCs assess whether the SO archives source, intermediate, and final stage data sets and other necessary outputs to enter data into CMS systems.
DVCs assess whether the SO carries out policies and procedures for periodic data system updates, like changes in enrollment, provider/pharmacy status, and claims adjustments. They also assess the restoration of data in each data system, like the disaster recovery plan.
DVCs assess, at the reporting section-level, if the SO’s data systems underwent any changes during the reporting period, like a merger, acquisition, vendor change, or upgrade. They also check if the SO provided documentation on the data system changes and make sure that the changes were started correctly without adversely affecting the reported data.
DVCs assess, at the reporting section-level, whether the data collection or reporting is delegated to another entity. They also consider if the organization routinely checks the quality and timeliness of data collected or reported by the delegated entity or first tier/downstream contractor.
